LIVESTOCK DIVISION:
Livestock must conform with the State of West Virginia Department of Agriculture Health Regulations for livestock. The Fair Board representative will review health papers for all animals before the animal is unloaded at the fair. All livestock must be gentle and halter broke, trained and ready to show.
FEEDING/CARE:
Feed and equipment shall not be stored in such a way as to hinder viewing of animals or block aisles. All livestock is to be kept from the front of the barn back and inside the road.
Animals must not be fed nor watered before registration weigh-in. No weight deduction will be made from live weight. Official weigh-in will be as animal comes off the vehicle at registration. If animals do not make weight, they may stay for showmanship to complete their project; however, the animal must be removed by the close of fair on the day of showmanship.
All exhibitors must provide feed and feed pans for their animals. All animals must be watered and fed at least twice each day the animal is on the fairgrounds. Animals are the responsiblity of their 4-H owner until the animal is removed from the fairgrounds. It is the responsibility of the exhibitor to see this is done until the animal has left the grounds after the sale. Animals' stalls must be cleaned at least twice each day including the last day of the fair and again after animals are removed on Sunday. Failure to properly care for or mistreatment of any animal being exhibited shall result in forfeiture of any awards and disqualification from future participation.ALL EXHIBITORS MUST HAVE 4-H ENROLLMENT CARD ON FILE WITH WVU EXTENSION OFFICE BY JANUARY 1ST OF FAIR YEAR.
No steroids of any type will be permitted. If animals are found to have been given steroids, the 4-Her will forfeit their ability to show/sale livestock at the Putnam County Fair.
This project is the 4-Her's project and they are required to feed, water and clean the stall. Parents and guardians are prohibited from doing these activities for the 4-Her. If there is a problem and the 4-Her cannot do these chores, then the livestock committee needs to know. The 4-Her may ask another 4-Her to assist them for that time and later return the favor. The barn area must be cleaned before the opening of the fair each day.
GROOMING:
All animals must be shown in natural state. Animals may be clipped/trimmed; however, NO grooming products will be permitted. All animals are to be washed and dried on show and sale day. Any 4-Her who uses grooming products will be disqualified. Regular fly spray may be used to prevent flies and Woolite may be used on sheep as the shampoo. No dies or coloring will be permitted.
WORMING:
ALL animals must be wormed prior to the fair. Types of wormers and dates that they should be wormed by will be provided during tagging.
DRESS CODE:
The required 4-H show and sale dress code of blue/black jeans and white button-up shirts will be strictly enforced. Failure to comply will result in forfeiture of privilege to participate (show/sell) in future. The exhibitor's assigned entry number must be displayed in the ring when showing 4-H livestock. Shirts are to be tucked into jeans. No midriffs showing. No hats nor gum chewing when show. NO TOBACCO USE ALLOWED.
SHOWING ANIMALS:
All animals must be shown by the owner. In the event of an injury to an exhibitor while the show is in progress, the division chairperson shall select a 4-H youth to show the animal for the injured exhibitor.
To insure the opportunity for 4-H livestock show exhibitors to finish fitting on their own, it as asked that all adults adopt a "hands-off" policy on show day. This is not to mean that parents, extension workers, or other volunteers may not supervise these 4-H exhibitors. Any 4-H exhibitor may receive assistance in moving his/her animals to and from the show areas. The 4-Her is expected to be present and to be the caretaker and handler of their 4-H livestock project animal.
In all situations, the livestock chairperson will have the right to excuse any animal in either 4-H or open classes of livestock that he feels could create a hazard or danger to itself, exhibitors, spectators and/or other animals on the fairgrounds. The Livestock Committee Chair will dismiss any animal from the fairgrounds which is deemed to be "extremely" over or underweight.
ALL 4-H'ERS ARE REQUIRED TO PARTICIPATE IN SHOWMANSHIP IN THEIR RESPECTIVE CLASSES TO BE ELIGIBLE TO SELL.
REGISTRATION:
An entrance fee of $2.00 must accompany all entries.
Three percent of gross sales will be collected by the Fair for the sale of each animal sold. Entries must be in strict compliance with the entry requirements as listed in the Fair catalog.
4-H members must be an active member of a Putnam County 4-H Club enrolled through the County Extension Office and must be nine years old or in the third grade and must not have reached their 21st birthday by January 1st of the fair year, to show any saleable livestock - steers, swine, calves or sheep.
In cases where the 4-Her raises, a "back-up" animal project, they must select the one they intend to show prior to registering at the Fair. The project animal across the scales for weigh-in is the one that will be eligible for the show. Bring only one project animal to fair for weigh-in on registration day.
JUDGING:
All market saleable shows will be judged under the DANISH SYSTEM. The Danish System is where each exhibit is judged on its own merit. By judging this way, if every exhibit is worthy of a blue ribbon, they will receive it. Depending on the exhibit, they could be all blue, red or white, but every exhibit will receive a ribbon.
Animals may be divided into two or more classes depending upon the numbers present such as heavyweight, lightweight, etc. These animals will be assigned to classes in such a manner as to make the classes approximately equal in numbers. In all classes of livestock. the judges decision will be final.

SELLING ANIMAL:
Any exhibitor not wishing to sell his/her animal must notify the 4-H Livestock Chairperson and a 4-H agent (in writing) by the day the animals are registered. In the event the animal is judged Grand or Reserve, the animal must be sold. 4-H'ers are instructed not to solicit return of purchased animals from the purchaser. Any 4-Her who agrees to sell an animal at the auction must agree not to ask the buyer or buyers at any time before, during or after the auction for the return of the animal. Any 4-Her doing this will forfeit his/her privilege to participate in the program the following year. Buyers are being instructed to notify Fair Board members if this occurs.
HOW ANIMALS WILL BE SOLD:
1. Animals are auctioned by the pound during the livestock sale. For example, a bid of $1.00 on a 100-pound animal means you are prepared to pay $100.00.
2. Every saleable animal will sell one time.
3. Animals offered for resale will be sold on paper at the end of the sale on a rotational basis in order as they appear on the sale sheets. If the animal for resale does not sell, the animal will be sent to market and the proceeds will go into the fair general fund. EACH 4-H ANIMAL WILL BE RESOLD ONLY ONE TIME.
WEIGHT REQUIREMENTS FOR ELIGIBILITY:
In accordance with WV State Fair rules, the designated weights for animals will be the weights required to achieve to show and sell the animal. 4-Hers whose market livestock projects do not meet the required weight will be allowed to keep the animal on the fairgrounds until the day of the Showmanship Contest to give the youth the opportunity to participate in Showmanship. The animal must be removed from the fairgrounds immediately following the Showmanship Contest. Overweight and underweight animals will not show and will not sell.
PRIDE IN YOUR 4-H LIVESTOCK PROJECT AWARD:
It is an honor and a privilege to be able to exhibit your 4-H livestock project at the Putnam County Fair. This award will be given to the youth exhibitor who takes his project seriously from the beginning by completing reports and submitting them on time, as well as displaying himself/herself, his/her project, and his/her stall area with pride during the entire week of the fair.
Exhibitors are encouraged to take pride in their projects and in themselves and to display a positive image of the 4-H livestock program in Putnam County and the State of West Virginia.
The winner in each livestock division (including rabbits) will receive a trophy. The winners will be announced at 6:30 prior to the 4-H Livestock Auction on Friday night.
4-H HOMEGROWN AWARD:
An award will be given to the exhibitor who has the highest placing "Home Grown" animal in each division (except rabbits). The animal must have been born and raised on the exhibitor's farm and registered with the 4-H office when registration papers are due.

& Recommendations
WEST VIRGINIA FAIRS, FESTIVALS, AND PUREBRED CONSIGNMENT SALES HEALTH REQUIREMENTS 2010
(1) This is an official interpretation of regulations promulgated under the authority of Chapter 19, Article 9 of the State Code of West Virginia. This applies to fairs, festivals and shows.
(2) All livestock imported into the State of West Virginia for fairs, festivals, and shows shall be accompanied by an Official Certificate of Veterinary Inspection approved by the livestock health official of the State of origin. A copy of the approved Certificate of Veterinary Inspection shall be forwarded to the Director of the Animal Health Division, West Virginia Department of Agriculture, Capitol Building, Charleston, West Virginia 25305, and should be in his possession (5) five days prior to the arrival of livestock.
(3) Official Certificate of Veterinary Inspections (CVI) are good for 30 days.
(4) Any animal showing signs of a potential infectious or contagious disease will not be allowed to participate in the event.
FAIRS & FESTIVAL
HEALTH REQUIREMENTS FOR CATTLE
All out-of-state cattle must be accompanied by an Official CVI good for 30 days.
TUBERCULOSIS IN CATTLE
Cattle to be exhibited at West Virginia fairs, festivals, and shows must meet one of the following requirements:
From West Virginia :
No test required, if herd is not under quarantine for tuberculosis
From Other States :
(1) From Bovine Tuberculosis Free State – No test required. Interstate CVI is required.
(2) From other than Bovine Tuberculosis Free State:
a. If originating from an accredited TB free herd – No test required, or
b. If herd of origin has had a complete negative herd test within 12 months – No test required, or
c. All other bovine require a negative TB test within 60 days of show.
d. Nursing calves may be shown on dam’s negative CVI.
BRUCELLOSIS IN CATTLE
Cattle to be exhibited at West Virginia fairs, festivals, and shows must meet one of the following requirements:
From West Virginia:
No test required, if herd is not under quarantine for brucellosis.
From Other States:
(1) From Brucellosis Free State – No test required. Interstate CVI is required
(2) From other than a Brucellosis Free State:
a. Official Brucellosis vaccinates under 24 months (beef) and 20 months (dairy) of age from a herd not under
brucellosis restrictions – No test required, or
b. Originating from a Certified Brucellosis Free herd – No test required, or
c. Complete herd test within one year before the show – No test required, or
d. A negative brucellosis test within 30 days. Nursing calves may be shown on the dam’s negative CVI.
LEPTOSPIROSIS - CATTLE
* Recommended: Vaccinations for L. canicola, L. icterhaemorrhagiae, L. hardjo, L.pomona and
L.grippotyphosa, are to be seriously considered.
BISON OR BOVINE FAIR, FESTIVAL & PUREBRED SALES Nursing Animal Moves with Dam No CVI required Brucellosis Tuberculosis From West Virginia: No test required, if herd is not under quarantine for brucellosis. From Other States: (1) From Brucellosis Free State – No test required. Interstate CVI is required. (2) From other than a Brucellosis Free State: a. Official brucellosis vaccinates under 24 months (beef) and 20 months (dairy) of age from a herd not under brucellosis restrictions – No test required, or b. Originating from a Certified Brucellosis Free herd – No test required, or c. Complete herd test within one year before the show – No test required, or d. A negative brucellosis test within 30 days. Nursing calves may be shown on the dam’s negative CVI. From West Virginia: No test required, if herd is not under quarantine for tuberculosis From Other States: (1) From Bovine Tuberculosis Free State – No test required. A nursing calf may move on dam's test or status. • For cattle from West Virginia, except those from certified herds or herds that have been tested within the last 12 months, shall have a negative brucellosis test within 30 days prior to sale unless officially brucellosis vaccinated. If vaccinated, they shall be subject to above rule after reaching 24 months (beef) and 20 months (dairy) of age. • Cattle from Free States, except those from certified herds, shall have a negative brucellosis test within 30 days prior to sale unless officially brucellosis vaccinated. If vaccinated, they shall be subject to above rule after reaching 24 months (beef) and 20 months (dairy) of age. Nursing calves may move on dam's test or status. All cattle must be verified progeny of herd. • Cattle from Class A states except those from certified herds must come from a herd of origin that has had a complete herd test within 12 months, but not less than 90 days prior to entry, or shall originate from a herd that has had a negative milk test conducted within six months, but not less than 90 days prior to entry and animals entering shall be negative to brucellosis test within 30 days of entry. Official vaccinates of beef breeds less than 24 months of age and official vaccinates of dairy breeds less than 20 months of age - no test required -but herd or origin must comply with this section (4) and all cattle must be verifiable progeny of the herd. PUREBRED SALES
HEALTH REQUIREMENTS FOR GOATS
All out of state goats must be accompanied by an Official CVI good for 30 days.
USDA regulation states that you must have an official Scrapie ID and the ID # must be listed on the CVI.
TB & BRUCELLOSIS FOR GOATS
No test required.
NOTE: Cattle and goats from other states with disease outbreaks may be required to secure a special permit from the Director of Animal Health Division, West Virginia Department of Agriculture, Charleston, West Virginia 25305, phone number (304) 558-2214, before being admitted into West Virginia.
If the animal is to be sold other than for slaughter, purebred consignment rules apply.
GOATS FAIR & FESTIVAL From In State Out of State • Health Certificate (CVI) • Official Scrapie ID • Health Certificate (CVI) • Official Scrapie ID • No Test required
HEALTH REQUIREMENTS FOR SHEEP
All out-of-state sheep must be accompanied by an Official CVI good for 30 days.
USDA regulations states that you must have an official Scrapie ID and the ID # must be listed on the CVI.
From West Virginia and From other States:
(1) Must be accompanied by an official CVI, or
(2) Have a current Honor Flock Certificate.
(3) Market class of lambs to be inspected at fair by West Virginia Animal Health Officials.
(4) Scrapie ID required for all sheep and goat
SHEEP FAIR & FESTIVAL Will Be Inspected by Animal Health Officials • Health Certificate (CVI) or current Honor Flock Certificate • Scrapie Identification
HEALTH REQUIREMENTS FOR SWINE
All out-of-state swine must be accompanied by an official CVI good for 30 days.
From West Virginia:
Any swine born in West Virginia, and have never left the state, will no longer require pseudorabies testing prior to being shown at any fair or festival in West Virginia.
From Other States:
All swine must be accompanied by a Certificate of Veterinary Inspection for entry into West Virginia. Swine from a pseudorabies-free state need no testing.
SWINE FAIR & FESTIVAL In State Out of State• Pseudorabies not required • Health Certificate (CVI) • Swine from pseudorabies free state need no testing
HEALTH REQUIREMENTS FOR HORSES
All out-of-state horses must be accompanied by an official CVI good for 30 days.
From West Virginia:
(1) Must be uniquely identified, and
(2) Have a negative Coggin’s test (from a USDA official approved laboratory) within the last 12 months.
From Other States:
(1) Must be uniquely identified.
(2) Accompanied by an approved CVI from the state of origin prior to show or fair, and
(3) A negative Coggin’s test (from a USDA official approved laboratory) within the last 12 months.
RECOMMENDED EQUINE VACCINATION
Vaccination Programs should include at least:
• Flu
• Tetanus
• Eastern & Western Encephalitis
• West Nile Virus
• Rabies
NOTE: No animals from any herd or herds under restrictions will be permitted to show or sell. Animal Health Officials of the West Virginia Department of Agriculture reserve the right to examine any animal consigned and exclude animals from the show or sale that exhibit signs of disease.
EQUINES FAIR & FESTIVAL In State Out of State• Negative Coggin’s within 12 months • Identification • Health Certificate (CVI) • Negative Coggin’s (EIA or Equine Infectious Anemia) within 12 months
HEALTH REQUIREMENTS FOR BIRDS TO BE IMPORTED OR EXHIBITED AT FAIRS, FESTIVALS, OR SHOWS
• Out of state birds must have a negative Avian Influenza test within 10 days of import/exhibition.
• Birds to be exhibited at fairs, festivals or shows shall be apparently healthy and shall not originate from a flock known to be infected with pullorum/typhoid.
• All birds to be exhibited at West Virginia fairs, festivals and shows shall be accompanied by: 1) A statement by the owner signed on the day of the show stating that the birds have been free of disease for the past 30 days and did not originate from a flock known to be infected with pullorum/typhoid; and 2) A Form 9-2 indicating that the birds have been tested within 90 days of the show, or; 3) A Form 9-3 indicating that they have originated from a pullorum/typhoid clean flock.
• Qualified individuals approved by the Commissioner may perform the pullorum/typhoid test at fairs, festivals and shows.
• The individual who performs the pullorum/typhoid test shall report to the Commissioner on forms provided by the Commissioner the results of these tests within seven (7) days of the testing.
• If any bird submitted by an owner tests positive for pullorum/typhoid, all birds of that owner shall be denied entry into the show.
• The fair management shall keep a record of all birds exhibited at their event. These records shall include the name and address of the exhibitor and the number of birds exhibited.
• No bird will be allowed for exhibit from an area under quarantine.
BIRDS FAIR & FESTIVALAll Birds Birds to be exhibited at fairs, festivals or shows shall be apparently healthy and shall not originate from a flock known to be infected with pullorum/typhoid. Unless tested within 10 days and accompanied by appropriate NPIP form, all birds, regardless of origin, will be tested for pullorum/typhoid at the fair or festival by an approved tester. • All birds shall be accompanied by: o A Form 9-2 (a Flock Selecting and Testing Report completed by an Animal Health Official, yellow copy) on the poultry presented for show indicating that the birds have been pullorum/typhoid tested within 90 days of the show, OR o A Form 9-3 (an official NPIP form from the hatchery) indicating that poultry presented for show have originated from a pullorum/typhoid clean flock. If any bird submitted by an owner tests positive for pullorum/typhoid at the fair or festival, all birds of that owner shall be denied entry into the show. Out of state birds only - negative Avian Influenza test within 10 days of import/exhibition. Out of state birds may travel on a Certificate of Veterinary Inspection in lieu of 9-2 or 9-3. No bird will be allowed for exhibit from an area under quarantine.
ALL LIVESTOCK MUST MEET THE STATE OF DESTINATION HEALTH REQUIREMENTS AS TO MOVEMENT OF ANIMALS. SOME VARIATION IS FOUND IN HEALTH REQUIREMENTS AMONG THE SEVERAL STATES.
The final disposition of all entries shall be made by a WVDA Animal Health Inspector or in their absence, a local fair official.
